Washington (AFP) - Two Russian fighters entered a US "air defense identification zone" two days ago and were intercepted by American F-22 jets near Alaska, military officers said.

The incursion on Wednesday was followed by a second incident on Thursday involving two Russian long-range bombers, which flew into Canada's air defense identification zone (ADIZ) and were intercepted by two Canadian F-18 jets, officers said.

In both cases the Russian aircraft flew out of the area without incident.

The Russian warplanes "never entered US sovereign air space" or Canadian air space, said Major Jamie Humphries, a spokesman for the North American Aerospace Defense Command.

Avionics failures have led to the grounding of more than 20 of India’s Sukhoi Su-30 fighter jets, with Indian and Russian officials each suggesting the problem subsystems could have been supplied by the other side.

The avionics faults have included the head-up display and the mission computer, an Indian Air Force source said.

A shocking 50% of the Indian Air Force's (IAF's) Sukhoi-30 MKI fighter fleet is on the ground due to unresolved servicing issues with the aircraft's Russian manufacturers. This has also eroded the combat capability of India's frontline long-range strike aircraft and compromised even that part of the fleet which is capable of being flown.

The IAF and Hindustan Aeronautics Limited (HAL) have rung the alarm bells about the repeated mid-flight failure of the Su-30 mission computer and the blanking out of all cockpit displays. The Russians have not responded to the repeated SOS' from the Indians for over a year.

France views its two advanced helicopter carriers sold to Russia as unarmed civilian ships, and it is too early to say whether the €1.2 billion deal (US $1.7 billion) would be canceled in view of the Ukraine crisis, Defense Minister Jean-Yves Le Drian said Wednesday.

By: Agence France Presse (www.afp.com)

Russia has deliberately sunk three of its own ships to block Ukrainian navy vessels into a lake off the Black Sea, officers say, highlighting Moscow’s determination to wear down the morale of Kiev’s forces in Crimea.

The Ochakov — a Soviet-era warship decommissioned in 2011 and set to be sold for scrap — was towed to the entrance to Lake Donuzlav on Crimea’s western coast from the Russian base at Sevastopol on Thursday and blown up.

The Pentagon is in fear of losing its edge in technology it has held onto for so long and is now factoring this important aspect into its budget. Worry over significant cuts in defense spending might wear down the US military, making its technological edge over Russia and China a fact of the past.

PARIS — World defense spending will rise in 2014 for the first time in five years, a key study found Tuesday, driven by arms races in Asia and the Middle East, as well as a resurgent Russia.

The closely watched IHS Jane's Annual Defence Budgets Review said military budgets this year would inch up by 0.6 percent, after years of falls brought on by lower spending in the West.

"We have seen substantial increases in defense spending from countries like Russia, China, India, Saudi Arabia, and Oman over the past two years," said Paul Burton, Director of IHS Jane's Aerospace, Defence & Security.

By: Piotr Butowski, Poland (http://www.janes.com)

Details of the Sukhoi Design Bureau's work on the stealthy aspects of the T-50 PAK FA fighter aircraft emerged in late December 2013, when the company's patents were published.

According to the patent paperwork, taken together, all of the stealthy measures offer significant improvements over legacy fighter designs. The papers claim that the radar cross-section (RCS) of an Su-27 was in the order of 10-15 m 2 , with the intention being to reduce the size of the RCS in the T-50 to an " average figure of 0.1-1 m 2 " ..

By WENDELL MINNICK (http://www.defensenews.com)

TAIPEI — Experts on China’s Navy are sounding cautionary tones after news surfaced last week that China is reportedly constructing a second aircraft carrier.

The Chinese-language report from Hong Kong-based Ta Kung Pao, known as a veteran pro-Beijing newspaper, stated that Wang Min, a Communist Party secretary of China’s northeastern province of Liaoning, has confirmed the construction of the ship, which unlike its first carrier, is homegrown.

China’s first aircraft carrier, the Liaoning, began life as the unfinished Ukrainian ship Varyag and was abandoned after the Soviet Union collapsed. Varyag was sold in 1998 for $20 million to a Hong Kong developer, ostensibly for refurbishment as a casino in Macao.
