By: Vivek Raghuvanshi (www.defensenews.com)

The Indian Defence Ministry’s delay in floating a tender for six conventional submarines appears to be helping Russia, as the Indian Navy is now asking the MoD to buy two Russian-built Amur-class subs to help restock the shrinking force.

The $12 billion global tender would cover the purchase of six conventional submarines with air independent propulsion (AIP) technology under the Indian Navy’s Project 75-I.

Submarines: The Royal Navy Regrets

Royal Navy revealed that during the previous 21 years it's nuclear submarine suffered about one fire a month and two collisions every three years. By: Strategypage (www.strategypage.com)

It was recently revealed that Britain almost lost one of its nuclear attack submarines (SSN) in 2011 when the air conditioning system of the HMS Turbulent failed while the boat was surfaced in the Indian Ocean. Temperatures in the sub went as high as 60 degrees (Celsius, 140 degrees Fahrenheit) before the crew found a solution. Nearly 40 percent of the crew were disabled by the heat and some systems were overheating and shutting down or acting erratically. The boat was at sea and it would take hours before any help could arrive. The cause of the problem was unknown and the temperature outside the boat was over 40 degrees (104 degrees Fahrenheit) and rising.

Not willing to risk losing the sub to the heat related problems the captain ordered the boat to submerge, as at a depth of over 100 meters the cold water would cool the boat. That worked, and gave the engineers time to figure out that the problem was a buildup of crustaceans that blocked the water inlet pipe for the air conditioning. Within 24 hours that problem was fixed and the sub was able to continue without further incident.

ALMOST 72 years after Japanese midget submarines attacked Sydney Harbour killing 21 sailors, Australia could buy Japanese subs for its $30 billion replacement program.

Possible access to Japanese technology and even a so-called “military off-the-shelf” deal to buy the boats is on the agenda during high-level defence talks in Tokyo betweenPrime Minister Tony Abbott and senior Japanese officials.

It’s hard to find consensus on most anything in Washington D.C., but four national security-focused think tanks managed to forge something of a rough outline for the future of defense spending.

During a briefing held in the Dirksen Senate Office building on Wednesday, a group of well-known budgetary and strategic thinkers from the four think tanks coalesced around a roughly similar set of options for the Pentagon over the next decade: The venerable A-10 attack plane should be retired, along with the U2 spy plane and the F-18C/D models, while the Navy should lose two to four of its current aircraft carriers.

In early January this year, Vietnam formally joined the Southeast Asian “submarine club” with its first Russian-built Kilo-class submarine christened the Hanoi. Not too long ago, Jakarta expressed interest in acquiring the same model of submarines from Russia or more boats from South Korea, ostensibly to augment the incoming new fleet of three SS-209 boats purchased from South Korea back in August 2012. Just recently in November 2013, Singapore contracted German shipbuilder ThyssenKrupp to develop the Type-218SG, the first of two boats slated to enter service in 2020.
